I am a specialist on modern Chinese (PRC) law, engaging in research, consulting, and teaching. I have worked on a wide range of subjects, including corporate governance, human rights, and how China’s political and economic environment shapes the development of Chinese law. I have also researched how US law deals with the Chinese legal system in cases involving the enforcement of Chinese judgments and forum non conveniens motions.

My most recent academic position was on the faculty of the George Washington University Law School, from which I retired in 2024. I'm currently writing a book on China's legal system to be published by Edward Elgar in their Advanced Introduction series. Here are some recent publications:

• “Judging China: The Chinese Legal System in U.S. Courts,” University of Pennsylvania Journal of International Law, vol. 44, no. 3 (2023): 455-618

• “Law and the Political System in Xi Jinping's China,” in Daniel Lynch & Stanley Rosen (ed.), Chinese Politics: The Xi Jinping Difference (Routledge 2024): 17-43 (pre-publication version)

• “China's Anti-Secession Law: Background, Legal Significance, and Recent Developments,” in Bonny Lin & I-Chung Lai (ed.), Employing “Non-Peaceful” Means Against Taiwan (Center for Strategic and International Studies 2024): 48-55
